Mary Ellen Roy

Mary Ellen Roy obtained her B.A. degree in Political Science, summa cum laude, from the University of Louisiana in Lafayette in 1981 and her J.D. from Harvard Law School, cum laude, in 1984.  A native of Lafayette, Louisiana, she graduated from Acadiana High School in 1977 and from the Governor's Program for Gifted Children summer school at McNeese State University in 1973.  Ms. Roy served as Chair of the Women's Law Association while at Harvard and as Editor-in-Chief of The Vermillion student newspaper while at UL.

A resident of New Orleans since 1984, Ms. Roy is an equity partner in the law firm Phelps Dunbar, LLP.  She coordinated the firm's Pro Bono program for more than 12 years.  Upon graduating from law school, Ms. Roy first worked as a staff attorney at the New Orleans Legal Assistance Corporation legal aid office.  She is listed in Best Lawyers in America for First Amendment Law, is a former Chair of the Louisiana State Bar Association Intellectual Property Law Section and a former President of the Harvard Club of Louisiana.

Ms. Roy is married to John Harkins, owner of Harkins the Florist flower shop on Magazine Street in New Orleans.  They have two children, Madeleine and David, born in 1992 and 1994, and resides in the Garden District in Uptown New Orleans.

Ms. Roy was appointed to the Board of Regents as the Member-at-Large by Governor Kathleen Babineaux Blanco, effective January 2006.
